Open Letter To Downey Residents

Dear Downey residents:

The Downey Police Officers’ Association and Downey Police Management Association wish to address a pending Charter Amendment (No. 14) which poses a threat to the Downey Police Department, and more importantly, the safety of the residents of Downey.  This Amendment, if it passes, would make it easier for the Downey Police Department to be dismantled and the law enforcement role in Downey to be taken over by the Los Angeles County Sheriff’s Department.

            Currently, Downey City Charter Section 702 requires a two-thirds advisory vote of the residents of Downey before the City Council may “consider an agreement or use a method to provide fire or police services other than the City’s own staff.”  Charter Amendment No. 14 will change Section 702 drastically by eliminating the “two-thirds advisory vote.”  If this Amendment passes, it would take YOUR right to vote away and give it to the City Council.  It is our strong opinion that this decision rest solely with the voters and not rest with a simple majority vote of Downey City Council.  Please NEVER GIVE UP YOUR RIGHT TO VOTE, public safety is too important of an issue.  Our members fear the passage of this Charter Amendment would be a step in the direction of contracting out police services in Downey to the Los Angeles County Sheriff’s Department. 

Many of us at the Downey Police Department were born, raised, attended local schools, and currently reside and have raised families in this community.  Our personal ties and relationships in the community have been built over the history of the Downey Police Department.  We cherish these relationships, and we are accountable to you, the residents of Downey.  Our members have always experienced a tremendous amount of support from the residents of Downey, and in return, we will continue to give our all each and every day to the community we proudly serve and call our home.  Please keep YOUR right to vote and keep YOUR Downey Police Department.  On June 3, 2014, please vote NO on Charter Amendment No. 14.

The mission of the Downey Police Department is to preserve the peace and protect and serve all who live or work in, as well as those who travel through, our City, and in so doing, to make a meaningful contribution to the quality of life in our community.

As we endeavor to accomplish our mission, we acknowledge the following:

The Downey Police Department exists because of the community we serve. We are an organization of professionals committed to providing the highest level of police service in a sensitive and positive manner to all, regardless of race, creed, or lifestyle.
